景洪市发布18号通告:关于进一步加强入境人员管理有关事项的通告(English)

Announcement No. 18

on Further Strengthening the Prevention and Control of Imported COVID-19 Cases in Jinghong City

(March 19, 2020)

 

To prevent and control imported COVID-19 cases in Jinghong city, based on the citys actual situation and the COVID-19 prevention and control requirements made by the central, provincial and prefectural departments concerned, the following arrangement is hereby made according to the Law of the Peoples Republic of China on the Prevention and Treatment of Infectious Diseases, the Law of the Peoples Republic of China on Response to Emergencies, the Regulations on Preparedness for and Response to Emergent Public Health Hazards, and the Announcement No. 13 on Further Strengthening the Prevention and Control of Imported COVID-19 Cases in Yunnan Province:

 

I. Prevention and Control Management

1. Everyone who comes/returns to Jinghong and has a history of international travel within the last 14 days, including foreign nationals and Chinese citizens (Hong Kong, Macao, and Taiwan residents included), shall be placed under 14-day quarantine in designated centers for medical observation. The food and accommodation during the quarantine period shall be at their own expense. Medical professionals and staff will be stationed in the quarantine centers. Everyone shall have a coronavirus test, and those who have tested positive for coronavirus or have such symptoms as fever or cough shall be transferred to designated medical institutions for diagnosis. 

 

2. For people entering Jinghong from overseas for transit, those who have such symptoms as fever or cough shall be transferred to designated medical institutions for diagnosis, and those who have no symptoms shall be allowed to proceed to their next destination, where the Command of COVID-19 Prevention and Control shall be notified. If there is a need to stay overnight and then transit the next day, these people will be properly arranged to be transported to the designated hotels, in which the food and accommodation shall be at their own expense.

 

3. The medical expense of the imported cases covered by basic medical insurance system (BMIS) shall be reimbursed according to relevant regulations. People who are not covered by BMIS shall bear their own medical costs; if they do have financial difficulties, those who are determined eligible shall be provided with medical assistance according to relevant laws and regulations. The medical expense of people with commercial health insurance shall be covered by commercial insurance companies according to the contract.

 

4. Hotels and guesthouses in Jinghong shall fulfill their duties in registering people returning/coming from overseas, monitoring their health, and reporting to relevant authorities. Only in designated hotels can entry personnel be received. If entry personnel seek for checking in unauthorized hotels in Jinghong, the hotels shall immediately report their findings to the Command of Leading Group on Novel Coronavirus Prevention and Control of the CPC Jinghong City Committee and the People’s Government of Jinghong City. Grid-based community management shall be strengthened to “leave no household, no one behind” during the screening process. The general public is encouraged to report those people returning/coming from overseas who conceal their international travel history or disobeying a quarantine order to local community committees and public security organs.

 

5. Everyone who enters Jinghong and has a history of international travel within the last 14 days shall make a truthful declaration of health conditions. Those who deliberately conceal their history of international travel or contact with confirmed COVID-19 cases, or their own health conditions, or refuse to take medical tests and quarantines in designated centers, shall be listed as defaulters in their citizens’ credit records and shall be held legally liable.

 

II. Duties of Quarantined Personnel

1. In hotel management: Quarantined personnel shall obey hotel staff and cooperate with them in room arrangement, garbage removal, meal distribution and other work.

 

2. In health management: Quarantined personnel shall obey medical staff and cooperate with them in body temperature measuring and health monitoring, and inform them of their physical conditions on their own initiative.

 

3. In police management: Quarantine personnel shall obey police officers and cooperate with them in implementing the prevention and control measures concerning quarantined observation, forced quarantine and closed-off management, and report to police officers of their history of close contact with those from the severely affected areas on their own initiative.

 

4. In tourism management: Quarantined personnel shall obey staff from tourism departments and cooperate with them in completing necessary inspections and form-filling.

 

III. Emergency Management

During the quarantine, all those who feel unwell or find themselves in a potential safety hazard shall inform personnel working for their hotel, health, police and tourism managements of their unwellness and findings without delay so that effective measures can be taken in time.

 

IV.  Additional Requirements

1. It is strictly forbidden for quarantined personnel to leave their hotels without authorization.

 

2. It is strictly forbidden for quarantined personnel to visit each other. 

 

3. It is strictly forbidden for quarantined personnel to conceal their suspected symptoms such as fever and cough.

 

4. It is strictly forbidden for quarantined personnel to conceal their history of international travel and/or overseas residence, and/or of contact with confirmed or suspected cases within the last 14 days.

 

This announcement will come into force as of the date of its issuance. In case of any discrepancy between the other announcements previously issued by the Command of the Leading Group on Novel Coronavirus Prevention and Control of the CPC Jinghong City Committee and the People’s Government of Jinghong City and this Announcement, the latter shall prevail.

关于进一步加强入境人员管理有关事项的通告

为切实做好中国足球彩票新冠肺炎疫情防控工作,严防境外疫情输入,根据《中华人民共和国传染病防治法》《中华人民共和国突发事件应对法》《突发公共卫生事件应急条例》,按照中央、省、州有关新冠肺炎疫情防控工作的要求及省指挥部《关于进一步加强境外疫情输入防控工作的通告》,结合中国足球彩票实际,现将有关事项通告如下: 

一、防控管理方面

(一)对14天内自境外来景返景的中外人员,实施集中隔离医学观察14天,食宿费用自理。集中隔离点配专业医务人员和工作人员。对所有集中隔离医学观察开展核酸检测,呈阳性或有发热、咳嗽等症状的入境人员,及时转送定点医疗机构检查。

(二)由中国足球彩票入境中转省外的人员,有发热、咳嗽等异常症状的,转送定点医疗机构检查;无异常症状的,予以放行,并通知目的地指挥部,如需当日临时住宿、次日中转的,实施全程转运管控,统一入住指定宾馆酒店,食宿费用自理。

(三)境外回国人员输入病例中参加基本医疗保险的人员,医疗费用按有关规定办理;未参加基本医疗保险的,医疗费用由患者个人负担,确有困难的,经认定符合条件的可按照法律法规给予医疗救助。参加商业健康保险的人员由商业保险公司按合同支付。

(四)全市各宾馆酒店要加强前台值班和服务工作,做好入住人员登记管理,除指定隔离酒店可以接待外,全市其它宾馆酒店不得接待,如发现有入境人员入住的,应按要求立即向疫情防控指挥部报告。社区要进一步落实网格化管理要求,做到不漏一户、不漏一人。发现境外入景人员有隐瞒境外旅居史或未按要求采取隔离措施的,鼓励广大群众向所在社区或公安机关报告。

(五)所有14天内有境外旅居史的入景人员,均应如实申报个人信息。凡涉嫌故意隐瞒境外旅居史、新冠肺炎确诊病例接触史、不如实申报健康状况、拒绝接受医学检测和集中隔离等疫情防控措施的,作为失信人员纳入个人信用档案,并依法追究法律责任。 

二、服从管理方面

(一)酒店方面:隔离人员要服从并配合酒店工作人员做好关于房间安排、垃圾清运、餐食发放等工作安排。

(二)医务方面:隔离人员要服从并配合医务人员做好体温和健康监测,并主动向医务人员告知本人身体状况。

(三)警务方面:隔离人员要服从并配合警务人员做好接受隔离观察的防控措施,实行硬隔离和封闭式管理,主动告知重点疫区的密切接触史。

(四)文旅部门方面:隔离人员要服从并配合文旅部门工作人员做好各项排查工作,填写相关表格。 

三、应急管理方面 

如发现身体不适以及其他安全隐患方面的问题,要第一时间告知酒店工作人员或医务、警务、文旅部门工作人员,以便于及时采取有效措施。 

四、其他事项

(一)严禁隔离人员擅自离开酒店。

(二)严禁隔离人员间相互串门。

(三)严禁隔离人员隐瞒自身身体状况出现发热、咳嗽等疑似症状。

(四)严禁隔离人员隐瞒14天内境外旅居史或与确诊病例、疑似病例有接触史等情况。

本通告自印发之日施行。市应对疫情工作领导小组指挥部此前发文与本通告不一致的,以本通告为准。
